SOLICITATIONS Each year, the Army Labs and Centers develop a set of research topics that represent the Army's current and anticipated warfighting technology needs. These topics are included in the Army portion of the DoD STTR Solicitation and strive to encourage scientific and technical innovation in areas specifically identified by DoD Components. Typically, this solicitation formally opens in January and closes in April. |


THREE-PHASE PROCESS STTR consists of two Army funded phases and a commercialization phase. STTR Phase I contracts are limited to a maximum of $100,000 over a period not to exceed six months. Phase II STTR projects are two-year efforts for up to $750,000. Phase III is the goal of every STTR effort, and represents the commercialization phase of the program. The small business is expected to use non-federal capital to pursue private sector applications of the research or development as a commercial enterprise. Due to the strong focus on academia and other non-profit research institutions, the Army Research Laboratory's Army Research Office (ARO) is the executive agent for the Army STTR program. ARO is responsible for generating STTR topics (along with other Army Labs and Centers), evaluating Phase I proposals, awarding and monitoring all Phase I contracts, soliciting and evaluating Phase II proposals (with the assistance of other Army research organizations), and transitioning resulting Phase II efforts to other Army research organization where appropriate. ARMY STTR SCHEDULE In a given year, the Army reviews Phase I proposals from that year's solicitation, invited Phase II proposals based on the previous year's Phase I projects, and ongoing Phase II projects awarded in previous years. The Army does not issue interim or option funding between STTR phase I and II efforts, but will provide accelerated phase II proposal evaluation and contracting for projects that qualify for fast-track status.
